Each location was assessed on 67 different criteria and 82 sub-criteria, these included stadiums, infrastructure, proposed FIFA Fan Fest sites, experience in hosting large events, accommodation, transportation, legacy and football development proposals plus a number of other logistical requirements.  Hosting the games in Sheffield will bring a number of economic and social benefits to the city from an event that has a television audience over the period of 24 billion in 240 different countries that requires 15,000 volunteers and 16,000 stewards top assist with its delivery. 19,000 media will attend an event that is expected to bring and economic impact of £3.2 billion nationally and between £180 - £300 million locally.

The Sheffield bid included options of using either Sheffield Wednesday, Hillsborough Stadium or Sheffield United's Bramall Lane Stadium plus training and team base camp facilities from the Football League grounds across South Yorkshire and Derbyshire.

Hillsborough was chosen by the England 2018 selection panel as Sheffield's venue to host games with Bramall lane being identified as 1 of the proposed training grounds.
